Özet

Human capital, the economic literature are interpreted as for the workforce. Article topics include the two words in a general sense. In this article we describe the required qualified workforce. Synonymous with the concept of labor in terms of factors of production.. In this case, the labor, both quantitative and qualitative can be handled in two separate categories. Globalizing economies sought qualified labor is labor. Skilled labor, which has certain, features that workforce. This is one of the characteristics of different developed and developing economies. The differences between countries, labor assets, it also affects their competitiveness. Today, a linear relationship between economic growth and the presence of qualified human capital can be mentioned. Country's economy is one of the basic components of its human capital, whether on an individual basis based on whether the company, if qualified, as a direct or indirect cause of development and progress. One of the main objectives of the policy-makers to gain quality human capital must increase the allocation of financial resources. Is not an employee of any business, but convenient to work, and equipped staff development is now very obvious fact that the economies of some form has emerged today. Skilled human capital accumulation of obstacles to the diagnosis and to minimize their economic, political, legal, education policies must be implemented together. In this study, consists of four parts: the first section, the concept of human capital, and the scope of the basic assumptions of economic theory are discussed. The results of various empirical studies are discussed. The second section, the relationship of technology to ensure the transformation of human capital is considered. The third chapter, what are the barriers and obstacles to the transformation of human capital focuses on how to be hanged. The fourth chapter, contains the results and recommendations.
