He was born in November 1969 in Ankara. He attended Ankara Namık Kemal Primary and Secondary School and then graduated from the Industrial Electronics Department at Balgat Technical High School. He graduated from the Physics Engineering Department at Hacettepe University in 1993 with the second-best degree and then began his graduate studies in the same department in 1996. His graduate thesis was supported by the TÜBİTAK 1001 project with the number TBAG-1378. After working as a Research Assistant here between 1993 and 1999, he completed his short-period military service in Izmir in 1998. Between 1999 and 2012, he worked as a Researcher and Senior Researcher at the Materials Institute and Information Technologies Institute at TÜBİTAK Marmara Research Center and BİLGEM, respectively. He participated in many R&D projects as a Researcher and Assistant Project Leader. Among these projects, Subsurface Detection System: Microwave (Imaging) Tomography Sensor, Earthquake Radar, Microwave Absorber Materials, Security Fence Radar, Sahara and Cave Tomography Device (SAMATO), Development and Testing of Radar Absorbing Materials, Camouflage Textiles Project, Surface Wave High-Frequency (HF) Radar Concept Demonstration Project, Subsurface Detection System: GPR and Metal Detector (Dual Sensor) projects. Between 2002 and 2003, for a year, he was a "Predoctoral Visiting Scientist" under a TUBITAK MRC scholarship at the ElectroScience Laboratory within the Department of Electrical and Computer Engineering at Ohio State University, USA, and conducted research and investigations on subsurface sensing, antenna parameters, and RCA measurements. He completed his doctorate in Kocaeli University (KOU) Electronics and Communication Engineering Department at Kocaeli University (KOU) in 2006. This thesis was supported by an international project named “Security Fence Radar”. He received his Associate Professorship in Electrical and Electronics Engineering (EEE) from UAK in 2011 and was appointed as a faculty member in the same department (ECE) at KOU in 2012. He still works as a Professor (obtained in 2020). In 2014, he established a 3 m Anechoic Chamber as part of a project (Installation of Microwave and Millimeter-Wave Anechoic Chamber - BAP Project), using also local facilities, in which measurements such as antenna parameters, RCS, and SAR can be made in the 900 MHz - 20 GHz range (expandable up to 40 GHz). This anechoic chamber is the first and only anechoic chamber established in a university for this purpose and in this frequency range in the Anatolian side of Istanbul and the Eastern Marmara Provinces (Kocaeli, Sakarya, Yalova, Düzce, and Bolu). In 2015, he established the MILTECH (Millimeter Wave, Electromagnetic and Security Technologies) Laboratory. MILTECH's research areas include microwave and millimeter-wave antenna design, electromagnetic characterization of radar absorbing materials (RAM), reflectivity and shielding efficiency measurements, RF and microwave radiation safety and ELF/RFR electromagnetic field measurements, passive and active millimeter-wave / microwave circuit design, passive millimeter-wave imaging, and magnetic field probe design. Prof. Dr A. Oral Salman was a guest lecturer in electromagnetics and microwaves at the (National Defense University) Naval Academy, Gedik University, and Istanbul Şehir Universities in the Electrical and Electronics Engineering departments at graduate and undergraduate levels. He has taken part in 15 national and international projects so far, authoring 26 articles, 32 conference papers, 1 international book chapter author (Subsurface Sensing), 1 book translation editor (Balanis, Advanced Engineering Electromagnetics), all from Wiley, and a chapter translator (Balanis, Antenna Engineering) in 1 book. He worked as a referee, editor, and expert in some cases on many projects and publications. His research interests are electromagnetic and millimeter waves and microwave, antenna design, electromagnetic properties of radar absorbing materials, millimeter-wave passive sensing, subsurface sensing, optical photonics, wave propagation, electromagnetic wave-environment interaction, magnetic field probe design, optical and atomic properties of materials, quantum optics and photonics. Administratively, he served as Laboratory Supervisor at TÜBİTAK MAM, Member of the Academic Board of the Department, and Responsible for MÜDEK Measurement and Evaluation at KOÜ.
He served as Deputy Head of the ECE Department in KOÜ between 2019 and 2023. The awards he received, respectively,
the second-best undergraduate graduation degree in 1993, the TÜBİTAK MAM Achievement Awards in 2000 and 2005, the Young Scientist Best Paper Award in 2001, the TÜBİTAK MAM BTE Certificate of Appreciation in 2009, and the TÜBİTAK MAM Incentive Award in 2009.
Recently, he has been participating in studies on the electromagnetic shielding (EMI) and radar absorption (RAM) properties of carbon fiber, carbon nanotube, and boron-reinforced composites with Kocaeli University Department of Chemical Engineering, Düzce University, and Necmettin Erbakan University Department of Aerospace Engineering.
