Abstract

Use of (Information Communication Technologies) ICTs by governments all over the world has opened new avenues in terms of redesigning the relationship between the state and the society as well as between the state and the businesses. These new forms of relationships create wider meanings especially for the society as a whole, and bring fresh ideas and practices to be put in place regarding policy making process.
