Özet

The state of being below the nutrition, clothing and sheltering needs which are determined in terms of various criterias and differ from one country to another, is called as poverty; thus people in this situation are being called as poor. Besides the fact that poor population/total population rate changes in terms of countries' economic structure, the so called rate is observed to be higher at the underdeveloped or developing countries. Poverty has been an important problem in Turkey. However, no important policy was been able to be developed to terminate or decrement poverty. Having no coordination between the institutions contending with poverty restricts the policies efficiency in use as well. It has been stated that the public sector has been allocating an important portion of resource in spite of all these problems. It is been observed that the rate of poor population/total population has decremented in the same period. For this reason, it is worthwhile to search whether there is a relationship between the increase in the resources which are been used to decrement poverty and the fall in poverty rate. The regression test reveals that the social public expenditures reduce the poverty rate
