In this study, structural characteristics and response characteristics of a base isolated building are evaluated in Time-Frequency domain. Structure story responses and earthquake data set were recorded by the accelerometer network during the 1994 Northridge earthquake. Timefrequency domain continuous wavelet transform is used to monitor the variations of structural frequencies in time. In accordance with the efficiency of the base isolation, reduction of significant energy transmission to upper structure in the higher frequency range is traced instantaneously. The seismic base isolation performance of the observed structure can be identified and understood clearly in the time-frequency domain also. It has been observed that the time-frequency analysis is a very efficient method in terms of showing the variations of the earthquake effect and the behavior kinematics and design forces in the superstructure in time and frequency domain.
