Rusya’nın 4 Ekim 1957’de ilk insan yapımı uyduyu Ay’a göndermesi ile Amerika
ile Rusya arasında tırmanan soğuk savaş; eğitim reformları, politik ve ekonomik
değişimler olarak kendini göstermiştir. Dönemin başkanı Eisenhower ile 1958?de
başlayan eğitim reformları, Amerika’nın bu bilimsel yarışta eksiklerini
kapatarak öne geçmesini sağlamak üzere başlatılmıştır. Özellikle fen,
matematik, mühendislik ve teknoloji alanlarında eğitim sisteminde köklü değişikliklere
sebep olacak şekilde eğitim programları güncellenmiştir. Ayrıca eğitime ayrılan
bütçe yeniden düzenlenmiş, Amerikan toplumu bir bütün olarak harekete geçmiştir.
1969’da Ay’a gönderilen ilk insan ile her ne kadar bu bilimsel yarıştaki açık
kapatılsa da tetikte olma durumu günümüze kadar sürdürülmüştür. Bu zaman
içerisinde pek çok eğitim reformu gerçekleştirilmiş (örneğin 2001 yılındaki
(The No Child Left Behind Act of 2001 gibi) ve eğitim politikalarındaki değişiklikler
devam ettirilmiştir. Bu çalışmanın amacı; uluslararası pek çok platformda söz
sahibi olan bir ülkenin eğitim sisteminde Sputnik’in Ay’a gönderiminden
itibaren günümüze kadar- gerçekleştirdiği değişiklikleri incelemek
ve bu sonuçlardan yola çıkılarak ülkemizde yapılabilecek reformlara yönelik
öneriler sunmaktır. Araştırmada doküman incelemesi tekniği ile veri toplanmış,
eğitim raporları, makaleler ve döneme yönelik belgeseller incelenmiştir. Sonuç
olarak gerçekleştirilen reformların nedenlerinin, sonuçlarının ve etkilerinin
anlaşılmasının önemli olduğu düşünülmektedir. Soğuk savaş
döneminde bir ülkenin nasıl korkulu kâbusundan uyanıp, geri kaldığı bir yarışta
öne geçmesinin mümkün olduğunun, soğuk savaş sonrası dönemde üretim, ekonomik,
teknoloji çerçevesinde gerçekleşen küresel rekabetin ve bu rekabette ön sıralarda
bulunabilmenin anlaşılması noktasında bir perspektif sağlayabileceği düşünülmektedir.
Araştırmanın sonuçlarının ayrıca Türk Eğitim Sistemi için de eksikliklere ışık
tutacağı ve bir yol haritası çizebilme noktasında önem teşkil edebileceği
varsayılmaktadır.
The cold war was
peaked up between the US and Russia after that Soviet Russia sent the first
manmade satellite to the moon on October 4, 1957. After that the cold war
started to show itself in the areas of education, political and financial. Education
reforms, which began with President Eisenhower, were launched in order to allow
America to take the lead in scientific race. Education programs and the budget
reserved for education have been restructured, so that educational programs,
particularly in science, mathematics, engineering and technology can be
re-shaped. In this process, American society acted as a whole. Although
America's sending the first person to the Moon in 1969 was a huge success in
scientific race, the state of fear and competition have been continued. As a
result of that competition educational reforms and changes in educational
politics have also been continued. The purpose of this study is to examine the
changes in the educational system of the US, which has an international power,
from 1957 to today and to present suggestions for the educational reforms that
can be possibly done in Turkey based on the results. In the study, document
analysis was used and the education reports, articles and documentaries related
to the reforms were examined. It is thought that understanding causes of the
reforms, the consequences and their effects are important. Understanding these
may help us gain a perspective about how the US has been able to achieve to
lead the race. It is also expected that the results of the study will also help
to reveal some of the shortcomings of the Turkish Education System. Thereby,
this study might contribute to providing a roadmap analyzing the Turkish
Education System.
