World Bank that has been becoming an important actor in global environmental policies, has supported reforms of public sector in the developing countries in order to finance the environment protection and development policies especially since the implementation of neoliberal programme. That is to say, the Bank has just started to pay regard to the environmental concerns in the process of policy-making. It is important what the World Bank aims actually while shaping itself through environmental issues. To this end, the World Bank does not diverge from its founding philosophy while updating its environment policies. This study aims, in this regard, to reveal the role of the international summits, declarations or reports on environmental issues in the change of the World Bank's environment policies. This analysis, in a sense, shows the place of the protection of the environment in the line of means/goals in Bank policies.
