Denizyolu taşımacılığı özellikle küresel ticaretin büyümesiyle birlikte her geçen gün daha iyi yerlere
gelmektedir. Bu taşımacılık modelinde gemi tiplerinin farklı olması ile birçok farklı yük taşınmasına
olanak sağlanmaktadır. Bu yüklerden kimyasal yüklerin taşınması navlun gelirleri açısından gemi
şirketlerine ciddi karlar sağlamaktadır. Özellikle tanker sınıfı gemilerin işletilmesi ve bu tipteki gemilere
yük bulunması oldukça zor bir iştir. Bu zorlukla birlikte yüklerin taşınması için de gemiler bir dizi
denetleme prosedürlerinden geçmektedir. Bu denetlemelerden resmi olan liman devleti kontrolü ve
bayrak devleti kontrolüdür. Özel olarak yaptırılan denetlemeler ise Kimyasal Dağıtım Enstitüsü (CDI)
ve Gemi Genişletilmiş Raporlama (SIRE) olarak adlandırılır. Bu özel denetlemeler sayesinde gemilerin
risk durumları büyük petrol şirketleri tarafından değerlendirilir ve yük taşımasına uygunluğuna karar
verilir. Bu çalışmada özellikle CDI denetlerinin gemilerde bulunan farklı raporlarına bakılarak, çıkan
eksikliklerin geminin hangi bölümlerine daha çok hitap ettiğine bakılmıştır. Yöntem olarak veri analizi
tekniği kullanılmış olup son 10 yılda yapılan denetlemelerden 520 adet rapor incelenmiştir. Raporlara
göre en çok eksiklik belirlenen bölümler %14.7 ile Makine bölümü, %13.5 ile belgeleme ve işletim ve
%13.2 gemi yük operasyonları çıkmıştır. Çıkan sonuçlara göre tanker işleten firmalar ve gemi çalışanları
denetlerde eksikliklerin en fazla çıktığı bölümlere dikkat etmesi gerektiği vurgulanmıştır.
Maritime transportation is getting better day by day. In this transportation model, many different cargoes
can be transported due to the different ships available. Transportation of chemical cargoes among these
cargoes provides serious profits to the shipping company in terms of freight revenues. Especially
operating tanker class ships and finding cargo for this type of ships is a difficult task. Ships go through
a series of inspection procedures to transport these profitable cargoes. The official of these inspections
are port state control and flag state control. Specially commissioned inspections are called Chemical
Distribution Institute (CDI) and Ship Extended Reporting (SIRE). Thanks to these special inspections,
the risk situations of the ships are evaluated by major oil companies and their suitability for cargo
transportation is decided. In this study, the different reports of CDI inspections on ships were examined
and it was examined which parts of the ship the deficiencies addressed most. Data analysis technique
was used as the method. 520 reports from inspections carried out in the last 10 years were examined.
According to the reports, the departments with the most deficiencies were the Machinery department
with 14.7%, documentation and operation with 13.5%, and ship cargo operations with 13.2%. According to the results, it was emphasized that tanker operating companies and ship employees should pay
attention to the sections where the most deficiencies occur during inspections.
