5G and next-generation mobile communications systems are expected to meet requirements such as high data speeds, low latency and large number of device connections. Each requirement faces us as a different use case. It is important to ensure the consistency of the determined quality of service for each usage scenario. In 5G, it is possible to allocate network resources to different needs on the same infrastructure through network slicing. In this context, flexible and dynamic network management is needed. The combination of Software Defined Network (SDN) and Network Function Virtualization (NFV) technologies creates a more intelligent, flexible, scalable and cost-effective infrastructure. In this study, an SDN application is developed to demonstrate that the consistency of user service quality can be ensured in SDN and NFV-based networks. An open-source simulation environment has been created, which can be used in SDN studies. The simulation results showed that the combined use of SDN and NFV technologies could ensure QoS consistency for users in changing network conditions.
