Cameralism emerged in Prussia at the beginning of the 18th century, which advocated state
intervention for economic life and functioned as an extension of mercantilism. Cameral Science
could be accepted as an earlier Prussian public administration school within which academic
foundations of administrative science could be easily regarded. Cameral Science aimed at educating
people who will serve for a better functioning state. Since the emergence of state mechanism,
administrative approaches have always had importance. But with the rising of more complicated
conditions, administration was supposed to be more standart, rational and scientific. Cameral science
by suggesting financial, economic and administrative principles based on a rational ground could be
suggested as earlier approach of administrative science. Cameralists, in addition to their academic
works, served in Prussian government as high officers and counsellers which enabled them to
implement their proposals. In this article Cameralism as an approach and practice of administration
will be examined in historical context and its founding tenets will be analyzed in different periods.
