Özet

Bugün Türkiye imalat sanayisinin %13’lük kısmı Kocaeli ilinde gerçekleşmektedir. İlin son 60 yıldaki hızlı sanayileşme süreci çevreyi olumsuz etkilemiştir. Bu etkileri önlemek amacıyla kurulan Organize Sanayi Bölgelerinin (OSB’lerin) Dilovası ve Gebze ilçelerinde yoğunlaşması, diğer ilçelerdeki OSB’lerin ve küçük sanayi sitelerinin çevresel etkilerini gölgelemektedir. Alikahya ve Arslanbey OSB’leri arasında bulunan Köseköy Sanayi Sitesi’nin; nüfus, ulaşım, hava, su, toprak ve enerji üzerindeki etkileri bu duruma en büyük örnektir. Bu çalışmanın amacı ise, küçük sanayi sitelerinin çevreye verdikleri zararın hiç de küçük olmadığını göstermek ve 4562 sayılı Organize Sanayi Bölgeleri Kanunu'ndaki “çevre sorunlarını önlemek” amacının uygulamadaki yansımalarını Köseköy üzerinden anlatmaya çalışmaktır.

Today, 13% of the Turkish manufacturing industry takes place in the province of Kocaeli. The rapid industrialization process of the province in the last 60 years has adversely affected the environment. Organized Industrial Zones (OIZs) established to prevent these effects and their concentration in Dilovası and Gebze districts overshadow the environmental effects of OIZs and small industrial sites in other districts. Köseköy Industrial Site which is located between Alikahya and Arslanbey OIZs, the greatest example of this situation with its effects on the population, transportation, air, water, soil, and energy.The aim of this study is to show that the damage caused by small industrial sites to the environment is not small at all and to try to explain the reflections of the purpose of “preventing environmental problems” in the Organized Industrial Zones Law No. 4562 in practice through Köseköy.
