Purpose: The aim of this study is to identify the administrative problems (Consultancy, Attache) of the teachers assigned bythe Ministry of National Education in Europe from their point of view.Method: This research is organized in the general survey model of descriptive survey models. The population of the studyconsisted of 697 teachers assigned by the Ministry of National Education in Germany and France and the sample consistedof 53 Turkish and Turkish Culture teachers who agreed to participate in the study. A questionnaire consisting of open-endedquestions was used as a data collection tool. Content analysis method was used to analyze the data.Findings: The problems of the participants with the Counseling and Attaché have emerged under the two main headings asdeficiencies in practice and administrative deficiencies. The deficiencies of the consultancy and attaché in practice wereemerged as inequalities in the distribution of tasks, attitudes towards teachers, lack of interest, lack of communication, lack ofguidance and lack of educator origin of the counselors and attachés. The administrative were emerged as deficiencies wererestriction of permits, unnecessary bureaucracy, missing duty of counselor and attaché, managing by proxy, problems arisingfrom civil servants and coordinators and distance. This study will reveal the administrative problems faced by educatorsworking abroad; It is also thought that it will guide the teachers who are considering to work abroad and inform the relevantstakeholders.Implications for research and Practice: As the teachers are working abroad, the behaviours of the counselor and attachétowards them may be examined from sociologic and psychological aspects. And also a study comparing the behaviours ofthe counselor and attaché towards the teachers working abroad and the behaviours of the school principals towards theteachers working in Turkey may be studied.Keywords: Teachers’ problem, foreign teachers, working abroad, management of overseas education
Problem Durumu ve Amaç: Bu çalışma yurt dışında görev yapan öğretmenlerin görev yaptıkları okulun yöneticileri ile
yaşadıkları sorunları belirlemeyi amaçlamaktadır. Başta Milli Eğitim Bakanlığı olmak üzere, yurt dışında görev yapan,
yapacak olan öğretmenlere ve yurt dışında yaşayan vatandaşların eğitiminde yaşanan yönetsel sorunlara ilgisi olan tüm
paydaşlara bilgilendirici ve yol gösterici olacağı düşünülmektedir.
Yöntem: Bu araştırma betimsel bir tarama modelinde yürütülmüştür. Çalışmanın evrenini Milli Eğitim Bakanlığı tarafından
Avrupa’da görevlendirilen 726 öğretmen oluşturmaktadır. Örneklemi ise Almanya Fransa ve İsviçre’de halen çalışmakta olan
123 Türkçe ve Türk Kültürü öğretmeninden oluşmaktadır. Veri toplama aracı olarak açık uçlu sorulardan oluşan bir anket
formu kullanılmıştır. Araştırmada elde edilen verilerin çözümlenmesinde betimsel analiz yönteminden faydalanılmıştır.
Bulgular: Öğretmenlerin yabancı okul müdürleriyle yaşadıkları sorunlar; ön yargı, iletişim sorunu, uygun olmayan sınıf
tahsisi, derslere gereken önemin verilmemesi, okul araç gereçlerinin tahsisi, ders duyurusunun yapılmaması ve üst
makamlara şikâyet başlıkları altında incelenmiştir. Bu sorunların çözümünde öncelikli olarak ülkeler arasındaki kültürel,
eğitimsel ve siyasal ilişkilerin geliştirilmesi, basın yayın yoluyla ülkemiz aleyhinde yapılan olumsuz haberlerin önüne
geçilmesi sonrasında; dernekler, okul müdürü, öğretmen ve ataşelik arasında etkin bir iletişim, iyi bir koordinasyon ve ön
yargıdan uzak kapsamlı bir bakış açısı gerekmektedir. Bu çalışma bu alanda yapılmış ilk çalışma olması bakımından
yapılacak olan diğer çalışmalara temel teşkil edecektir.
İleriye Dönük Araştırma ve Uygulama için Öneriler: Yabancı okul müdürlerinin neden bu tür yaklaşımlar sergiledikleriyle
ilgili sosyal, siyasal, vb. açılardan çalışmalar yapılabilir.

Disappearing Abroad: Problems Experienced by Teachers Working Abroad
Abstract
Purpose: This study aims to determine the problems that the teachers working abroad have with the administrators of the
school where they work. It is thought that it will be informative and guiding at first for the Ministry of National Education and
then for the teachers who are working and going to work abroad and also for the stakeholders who are interested in the
administrative problems experienced in the education of the citizens living abroad.
Method: This research is a descriptive survey model. The target population of the study consists of 726 teachers who were
assigned by the Ministry of National Education in Europe and the sample consists of 123 Turkish and Turkish Culture
teachers who are currently working in Germany, France and Switzerland. An open-ended questionnaire was used to collect
the data. Descriptive analyses method was used to analyze the data.
Findings: The problems that the teachers experience with the foreign school principals are examined as the following titles:
prejudice, communication problems, allocating improper class, not giving enough importance to the lessons, allocation of the
school equipments, not announcing the course and the complaints to the authorities. In order to solve these problems,
primarily, cultural, educational and political relationships between the countries should be improved and negative news at the
media should be prevented by means of press and publication; effective communication, good coordination and a
comprehensive perspective away from prejudice is required between associations, the school principal, the teacher and the
attaché. In terms of being the first study in this field, this study will be a basis for the other studies that will be done.
Implications for research and Practice: Social and political researchs may be studied to find out the reasons of why the
foreign school principals behave like this.
