Local authorities are the main unites of management science. Thus, the representative democracy, the democracy inside assembly and the relation between the organs are as important as the participative democracy. In this context, firstly the modern management models determined by parliamentary law are treated with the purpose of making a comparison with the management model in local level and secondly the methods of interrogation and control that are used on the executive organ by the local assembly, which is one of the basic organs of local authorities, are studied. And by doing so it s tried to compare the methods of control which are used by the national assembly to control the government. Moreover, the other unities influencing this relation are scrutinized and finally it s tried to reach a conclusion about the model of management system for local government in Turkey.
Yönetim biliminin temel birimleri yerel yönetimlerdir. Dolayısıyla yerel yönetimlerde katılımcı demokrasi ne kadar önemliyse aynı ölçüde temsili demokrasi, meclis içi demokrasi ve mahalli idare organlarının arasındaki ilişkiler de o derece önemlidir. Bu bağlamda işbu makalede yerel düzeydeki yönetim biçimiyle bir karşılaştırma yapabilmek amacıyla öncelikle parlamento hukukunun belirlediği modern yönetim biçimleri ele alınmış, daha sonra da yerel yönetimlerin temel organlarından biri olan yerel meclisin yürütme organı üzerinde kullandığı bilgi alma ve denetim yolları incelenmiştir. Bu inceleme yapılırken de ulusal meclisin hükümeti denetlemek amacıyla kullandığı denetim yolları ile de karşılaştırma yapılmaya çalışılmıştır. Ayrıca, organlar arası ilişkiye etki eden diğer yapılar da ele alınmış ve Türkiyede yerel yönetim modeli hakkında bir tespitte bulunulmaya çalışılmıştır.
