40 years after the Alma-Ata Declaration, the “Global Conference on Primary Health Care”, which was held at a time when the goal of “Health for All in 2000” was far from being adopted, approved the “Astana Declaration”, which emphasized the critical role of primary health care worldwide. This study tried to discuss why the World Health Organization need to prepare a new declaration after the “Health Reforms” processes and to make a critical evaluation of the content of the Declaration.
