This article focuses on T & uuml;rkiye in the 1960s because the process that began with the new constitution following the 1960 military coup constituted a turning point in T & uuml;rkiye history, economic, political, social, and cultural. The concept of social housing also came to the fore for the first time during these years. This article examines the emergence and conceptualization of social housing in 1960s T & uuml;rkiye from a planning perspective. It situates the development of social housing within the broader framework of welfare state policies and state-led planning practices shaped by the 1961 Constitution and the Five-Year Development Plans. Particular attention is given to the role of the Real Estate Credit Bank as a key state institution in financing and implementing housing schemes. Through an analysis of selected housing projects, the article demonstrates how social housing policies were translated into architectural and spatial practices, and how these projects reflected ownership-based models distinct from the rental-oriented systems common in Western Europe. By connecting policies, institutions, and projects, the study highlights the significance of the 1960s as a formative period in T & uuml;rkiye's housing history, when the planning of social housing became closely intertwined with the construction of the welfare state.
