İş güvenliği performansının ölçülmesi, iş sağlığı ve güvenliği yönetim sisteminin temel unsurlarındandır. İşletmelerin iş güvenliği hedeflerine ulaşabilmesi adına iş güvenliği performansının doğru yöntemler ile ölçülmesi ve sonuçlarının değerlendirilmesi gerekmektedir. Bu doğrultuda çalışmada, liman işletmelerindeki iş güvenliği performansının önem düzeylerinin ve ağırlık değerlerinin terminaller özelinde incelenmesi amaçlanmıştır. Çalışmada, iş güvenliği performansı göstergeleri ulusal ve uluslararası literatürden elde edilmiştir. Elde edilen parametreler arasındaki ilişki yönü, şiddeti ve önem derecesi için Kocaeli Liman Bölgesinde görev yapan 7 A sınıfı iş güvenliği uzmanının görüşü alınmıştır. Veriler çok kriterli karar verme yöntemlerinden bulanık DEMATEL ve TOPSIS yöntemleri kullanılarak analiz edilmiştir. Çalışmada, iş güvenliği performansı göstergeleri arasında yer alan; ‘‘çalışanların sağlık ve güvenlik bilgisi iletişimi’’, ‘‘çalışanların hak ve sorumluluklarını yerine getirmesi’’ ve ‘‘çalışanların almış olduğu iş sağlığı ve güvenliği eğitimlerinin kalitesi’’ parametrelerinin etkileyen grupta yer aldığı tespit edilmiştir. Ayrıca ‘‘çalışanların kişisel koruyucu ekipman kullanması’’ ve ‘‘çalışanların risk azaltıcı iş uygulamalarına katılımı’’ parametrelerinin ise etkilenen grupta yer aldığı görülmüştür. Bunun yanı sıra TOPSIS yöntemi ile iş güvenliği performansını etkileyen göstergelerin en önemli olduğu düşünülen terminal çeşidinin sıvı yük terminali olduğu sonucuna varılmıştır.
Measuring occupational safety performance is one of the basic elements of the occupational health and safety management system. Occupational safety performance should be measured with the right methods and the results should be evaluated for ability of businesses to achieve their occupational safety goals. Accordingly in this study, it is aimed to examine the importance levels and weight values of occupational safety performance in port operations in specific to terminals. In the study, occupational safety performance indicators were obtained from national and international literature. Opinions of 7 A Class of occupational safety specialist working in Kocaeli Port Area were taken for the connection aspects, connection strength and significance between the obtained parameters. The data were analyzed using fuzzy DEMATEL and TOPSIS methods which are multi-criteria decision-making methods. In the study, it was determined that ‘‘the communication of health and safety information of employees ’’, ‘‘fulfillment of rights and responsibilities of employees’’, and ‘‘the quality of occupational health and safety training received by employee s’’, which is among the indicators of occupational safety performance, are in the group that affects. Also, the parameters of ‘‘employees' use of pe rsonal protective equipment’’ and ‘‘employees' participation in risk-reducing work practices’’ were included in the group affected indicators. In addition, with TOPSIS method, it was concluded that the most important impact indicators the occupational safety performance were the liquid cargo terminals.
